To support flexible filter control, 'rte_eth_dev_filter_ctrl()'
and 'rte_eth_dev_filter_supported()' are added. In addition, filter
types and operations are defined in a newly added header file.
v3 changes:
* Interfaces to be added have been re-designed.
* Header file has been renamed.
