We are trying to create a framework for tunneling packet processing, so some common APIs are added here, which include
1> tunnel port configuration
2> tunnel setup
3> tunnel destroying
4> tunneling packet processing for Rx side
5> tunneling packet processing for Tx side
6> tunnel parameter processing
