This patch depends on the Port Hotplug Framework.
It implements the eth_dev_uninit functions for rte_i40e_pmd and
rte_i40evf_pmd.
Changes in V3:
Release rx and tx queues in vf uninit function.
Rebase to use latest i40e code.
Changes in V2:
Rebase to use drivers/net/i40e directory.
