Enable to choose a preferred way to read timer based on the
configuration entry CONFIG_RTE_ARM_EAL_RDTSC_USE_PMU.
It requires a kernel module that is not included to work.

Based on the patch by David Hunt and Armuta Zende:

  lib: added support for armv7 architecture
