[dpdk-dev] [PATCH v6 14/15] mk: Introduce ARMv7 architecture

Make DPDK run on ARMv7-A architecture. This patch assumes
ARM Cortex-A9. However, it is known to be working on Cortex-A7
and Cortex-A15.
