This patchset adds a new PMD for Netronome nfp-6xxx card.

v4:
- Getting rid of nfp_uio. Just submitting PMD.
v3:
- Making all patches independent for applying and building.
- changing commits messages following standard.
v2:
- Code style changes based on checkpatch.pl and DPDK style guide.
- Documentation changes using the right rst format.
