1) General cleanup on compile time dependency of use_simple_rxtx with RTE_MACHINE_CPUFLAG_SSSE3
2) Added NEON support for optimized Rx handling
This patchset is based on dpdk-next-virtio/master at a1d8bd4911b28e32c35f16ab2ff3e22180d1f1d7
