Reused defines from the driver and added a Intel vendor id macro for use by
igb later.
Used RTE_PCI_DEVICE in place of RTE_PCI_DEV_ID_DECL* stuff.

igb/igbvf is left as is, waiting for kni/ethtool cleanup.
