Below MACsec offload commands are added:
- set macsec offload <port_id> on encrypt on|off replay-protect on|off
- set macsec offload <port_id> off
- set macsec sc tx|rx <port_id> <mac> <pi>
- set macsec sa tx|rx <port_id> <idx> <an> <pn> <key>
Also update the testpmd user guide.
