This feature has been confirmed with testpmd:
testpmd> set fwd txonly
testpmd> port stop all
testpmd> port config all txd 1024
testpmd> set txsplit on
testpmd> set txpkts 70,80,90,100
testpmd> start
It can be observed at peer port that UDP packets
with UDP data length 298 bytes.
