1/ device emulation libraries (vfio-user + emudev)

There is an implementation of Intel iavf emulation for DPDK.
It relies on a new Qemu architecture which is in the pipe,
but not official yet.

The pending DPDK patches cannot be merged in DPDK 21.02
and have not been reviewed enough because of the Qemu dependency.

It has been decided to help getting interest, testing, reviews
and opinions about this initiative by creating a draft repository.
The definitive name and maintainer of this git tree needs to be confirmed.

2/ KNI

Similarly to igb_uio, the KNI out-of-tree module should move
from the main repository to dpdk-kmods.git.

The API librte_kni will remain at the same place,
but should be adapted to allow using built-in kernel interfaces.
The most promising interface is virtio-user as already documented:

The first step should be to document pros & cons
of the KNI alternatives inside the KNI documentation:

3/ CI leadership

There is a need for better leading the global CI effort.
Aaron Conole is proposing himself for this role,
and is welcomed by the techboard.

This new role comes with a new seat at the Technical Board,
which is offered to the CI maintainer (being Aaron).
