RTE flow API should be used for filtering.

Preserve struct rte_eth_ntuple_filter in ethdev API since
the structure and related defines are used in flow classify
library and a number of drivers.

Preserve RTE_ETH_FILTER_TUNNEL because of usage in drivers.

What to do with examples/tep_termination?
