Kupeng920 support tso and checksum offload for VXLAN_GPE with
the next protocol id 3(i.e., Ethernet).
Kupeng930 support TSO and checksum offload for VXLAN_GPE with
the next protocol id 1,2,3(i.e., IPv4, IPv6 and Ethernet).
This patch add support for this tunnel type.
