[dpdk-dev] [PATCH] net/hns3: fix IEEE 1588 PTP

When jumbo frame is enabled, Rx function will choose 'Scalar Scattered'
function which has no PTP handling.

This patche fixed it by add PTP handling in 'Scalar Scattered' function.
