I did not really look at your issue because you are using a
DPDK release candidate.

When looking at http://docs.openvswitch.org/en/latest/faq/releases/
we can find the DPDK releases to use for which OVS:
	2.8.x   17.05.2
	2.9.x   17.11

Please update
