Ethdev Tx offloads API has changed since:
commit cba7f53b717d ("ethdev: introduce Tx queue offloads API")
This commit support the new Tx offloads API.

Ethdev Rx offloads API has changed since:
commit cba7f53b717d ("ethdev: introduce Rx queue offloads API")
This commit support the new Rx offloads API.
