Some Makefiles are using CONFIG_RTE_EXEC_ENV and others
are using CONFIG_RTE_EXEC_ENV_LINUXAPP.
Use the latter one for consistency.
We could remove CONFIG_RTE_EXEC_ENV later if considered useless.
