Besides the librawdev, removing experimental from skeleton_rawdev
dummy driver as well.

Note: Dependent drivers, (dpaa2_cmdif, dpaa2_qdma and ifpga) cannot be
updated in this patch as are dependent on some other symbols
(rte_mem_virt2memseg and rte_eal_hotplug_*).
