Iterating over siblings was done with RTE_ETH_FOREACH_DEV()
which skips the owned ports.
The new iterators RTE_ETH_FOREACH_DEV_SIBLING()
and RTE_ETH_FOREACH_DEV_OF() are more appropriate and more correct.
