When fragmenting ipv4 packet, the data offset should be calculated through
the ihl field in ip header rather than using sizeof(struct rte_ipv4_hdr).

When fragmenting ipv4 packet, the data offset should be calculated through the ihl field in ip header rather than using sizeof(struct rte_ipv4_hdr).
