IPv6 VXLAN TCP/IPv6 GRO can help improve TCP/IPv6 performance
in IPv6 VXLAN use case.

With this enabled in DPDK, OVS DPDK can leverage it to improve
VM-to-VM TCP/IPv6 performance, it will merge small adjacent
IPv6 VXLAN TCP/IPv6 packets to a big IPv6 VXLAN TCP/IPv6 packet
immediate after they are received from a physical NIC. It is
very helpful in OVS DPDK IPv6 VXLAN use case.
