If it is this license agreement from Nvidia
https://docs.nvidia.com/cuda/eula/index.html
Then it is clearly not open source and I would have to recommend
against allowing this driver in DPDK.
Corollary: without a open-source GPU driver, I would also recommend
against including the GPU driver subsystem in DPDK.
