Add support to define ipv4 and ipv6 forwarding tables
from reading from a config file for LPM and FIB,
with format similar to l3fwd-acl one.

With the removal of the hardcoded route tables for IPv4
and IPv6, these routes have been moved to a separate
default config file for use with LPM and FIB.
