The adapter runtime configuration parameters defined in the
struct rte_event_eth_tx_adapter_runtime_params can be
configured and retrieved using
rte_event_eth_tx_adapter_runtime_params_set and
rte_event_eth_tx_adapter_runtime_params_get respectively.
