These IPsec event subtypes are used when an error doesn't match the spec defined subtypes between RTE_ETH_EVENT_IPSEC_UNKNOWN and RTE_ETH_EVENT_IPSEC_MAX. Adding this as -ve error range to avoid ABI breakage.
