amd-pstate introduces a new CPU frequency control mechanism for AMD
EPYC processors using the ACPI Collaborative Performance Power Control
feature for a finer grained frequency management.
Patch to add support for amd-pstate driver.
Signed-off-by: Sivaprasad Tummala <sivaprasad.tummala@amd.com>
v2:
1. error logged when scaling min freq exceeds max freq
2. workaound in test app to allow frequency deviation of upto 50Mhz
2. fixed indentation in release notes

amd-pstate introduces a new CPU frequency control mechanism for AMD
EPYC processors using the ACPI Collaborative Performance Power Control
feature for a finer grained frequency management.
Patch to add support for amd-pstate driver.
Signed-off-by: Sivaprasad Tummala <sivaprasad.tummala@amd.com>

v3:
1. replaced __atomic_xxx built-ins with rte_atomic_xxx
2. fixed typo
v2:
1. error logged when scaling min freq exceeds max freq
2. workaound in test app to allow frequency deviation of up to 50Mhz
2. fixed indentation in release notes

v3:
1. replaced __atomic_xxx built-ins with rte_atomic_xxx
2. fixed typo
v2:
1. error logged when scaling min freq exceeds max freq
2. workaound in test app to allow frequency deviation of up to 50Mhz
2. fixed indentation in release notes
