NIC adapters can support speeds with different lanes configuration.

This patchset will allow users:
- get the Lanes capability per speed supported by the ethernet
  controller.
- set the lanes configuration using a new CLI
- Display the user configured lanes

Added speed lanes capability and display on testpmd shell.
testpmd> show port 0 speed_lanes capabilities
