[PATCH v2 4/4] doc: updated feature matrix for AESNI MB PMD

Added support to the AESNI MB PMD feature matrix for SM3, SM3 HMAC,
SM4 CBC, SM4 ECB, SM4 CTR. Updated release notes with same.
