Hi,

I found that some emails from stable mailing list haven't arrived at my mailbox.
I'm still trying to figure out why but meanwhile I searched the archive and have
applied missing patches manually like listed below.

[dpdk-dev] 17.11.4 will be released on Aug 30

Hi, all

Testings seem to be still ongoing, there was a compilation error fixed and there
were missing patches. Therefore, I'll postpone the release by a week.

I'll release -rc2 on this Friday (or weekend) and GA will be on Aug 30 if I get
testing results by the time.
