Hi DPDK Developers,

I'm working with the ice pmd and noticed that the `acl` devargs option appears to be unsupported for PF devices. I couldn't find documentation or code references enabling this feature.

Could someone clarify:
- Whether this is an intentional design choice?
- If support for `acl` devargs on PF is planned?
