So I tried to run testpmd which also failed. Then I enabled e1000 debugs and found out that NIC initialization fails when setting LPLU D0 (code tries to read MDI Control Register which fails) This is probably a hardware issue but I'm asking just in case if anyone has encountered similar issue.
