Please
1) Rebase this patch on top of dpdk-next-eventdev
2) Squash all patches to single patch as it is the removal.

Also, it is the first time in DPDK,  we are adding a driver and
removing it in the next subsequent release.
Please plan for driver upstreaming properly, as it takes a
considerable amount of time and energy to
review the code and merge it.
