[PATCH] common/mlx5: add ConnectX-8 device ID

[PATCH] common/mlx5: add ConnectX-8 device ID

This adds the ConnectX-8 device id to the list of
supported Nvidia  devices that run the MLX5 PMDs.
The devices is still in development stage.
