Yes Aman, RTE_ETH_RX_OFFLOAD_BUFFER_SPLIT flag to be set to proceed further.
Do you suggest to enter the loop on  rx_pkt_nb_segs > 1 irrespective of RTE_ETH_RX_OFFLOAD_BUFFER_SPLIT flag. 
Something like,
