Steps to reproduce
List the steps to reproduce the issue.

1. Use the following command to build DPDK: 
CC=gcc meson -Denable_kmods=True -Dlibdir=lib --default-library=static
x86_64-native-linuxapp-gcc/ 
ninja -C x86_64-native-linuxapp-gcc/ 

2. bind ports to vfio-pci
 ./usertools/dpdk-devbind.py -b vfio-pci 17:00.0 4b:00.0 

3.start testpmd
./x86_64-native-linuxapp-gcc/app/dpdk-testpmd -l 5,6 -n 8
--force-max-simd-bitwidth=64 -- -i --portmask=0x3 --rxq=1 --txq=1 --txd=1024
--rxd=1024 --nb-cores=1 --mbuf-size=2048,2048
