In order to fully test QinQ functionality, DTS needs to be able to check the
vlan_tci and vlan_tci_outer packet fields to verify stripping behavior.
However, these fields are not currently reported by verbose output within
testpmd. So, in order to extend QinQ testing, these fields need to be added to
testpmd, then integrated in the QinQ suite.
