The Intel 82599 data sheet
(https://www.intel.com/content/dam/www/public/us/en/documents/datasheets/82=

=C2=A78.2.3.5.4) states that bit 31 of the EIMC register is reserved.

However, the ixgbe driver writes to this bit anyway, e.g. in
ixgbe_stop_adapter_generic

with the mask defined as all-1s in
