As I known 82599 support 16 queues, not sure about other NICs and not 
every NIC has more than 15 queues.
Queue requirement may not fulfilled on some 1G cards. Its' better to 
choice max queue supported by NIC  type.

Just send one packet can not verify that every queue waked up. And we 
need to verify not only core but also queue information is correct.
