[dts][PATCH V1] test_plans/vm2vm_virtio_user_test_plan: fix testplan issue

1.Modify wrong parameter `packed_vec` to `vectorized`.
2.Add `set fwd rxonly` and `start` steps when launch virtio-user side testpmd.
3.Modify case 12 testpmd wrong path.
