[PATCH 1/7] Replace Pcapy with Pcapyplus

Pcapy is no longer maintained and incompatible with the latest
distutils as described at:
https://github.com/helpsystems/pcapy/issues/73

Replace it with Pcapyplus, a maintained fork.
