As commit log in ee653bd8, queue number for each device is configured by queue-num-per-vf. 
Default value is defined in drivers/net/i40e/i40e_ethdev.c, named as RTE_LIBRTE_I40E_QUEUE_NUM_PER_VF. 
You can strip this value out from source code. 

Meaning for 'CONFIG_RTE_LIBRTE_I40E_QUEUE_NUM_PER_VM' is number of queues for each VSI. It is different from 'CONFIG_RTE_LIBRTE_I40E_QUEUE_NUM_PER_VF'.
