1. move the case not covered by ice_flow_priority from rteflow_priority to ice_flow_priority.
2. remove the test suite rteflow_priority.

1. move the case not covered by ice_flow_priority from rteflow_priority to ice_flow_priority.
2. remove the test suite rteflow_priority.
