Steps to reproduce:
1. Create an execution.cfg file in the normal config folder (DTS_CFG_FOLDER)
2. Create another config file in the main dts directory (next to main.py)
3. Use the "--config-file" flag to specify the config file in the main dts
directory
Expected Behavior:
Explicit command-line flags should override implicit behavior. The config file
in the main dts directory should be used
Actual Behavior:
The config file in the config folder is used, and the command line option is
silently ignored.
