This document should capture the following aspects:
1) Update the user documentation to match the latest DTS tree.
2) Steps to create a minimal DTS setup required to run the tests.
3) Detailed description of how to prepare the VM images and the role of the VM
in the tests (for ex: how to prepare sriov-fc23-1.img referred in
vf_offload.cfg).
4) Configuration files should describe each variable in detail
5) Examples of .cfg files are very helpful. Add more examples for other
elements of DTS such as test configuration and overall DTS configuration.
