The patch cleanup RSS/FDIR profile resources when device init
to fix profile ID increase issue.

When app restart, RSS/FDIR profile ID will increase which may
run out of all the profile resources.

The patch cleanup RSS/FDIR profile resources when device init
to fix this issue.
