Please check mlx4 how to instructions: http://dpdk.org/doc/guides/nics/mlx4.html 
You don't need to use dpdk_setup.sh script

Hello All,

1) I am trying to use Mellanox ConnectX-3 to use DPDK on my server (Ubuntu 16.04 kernel 4.13.0-32-generic).

2) Using dpdk/usertools/dpdk-setup.sh, I can see that the Mellanox interface is dpdk compatible.

Network devices using DPDK-compatible driver ============================================
0000:01:00.0 'MT27520 Family [ConnectX-3 Pro] 1007' drv=vfio-pci unused=igb_uio

3) When I try to use Moongen to use this interface, it returned an error that it cannot detect the device.

[INFO]  Found 0 usable devices:
[FATAL] Lua error in task master
...ace/dpdk/moongen/MoonGen/build/../libmoon/lua/device.lua:100: there are only 0 ports, tried to configure port id 1


The same setup works with my other Intel NIC. I am not sure what I am doing wrong. Can you please help?
