Found solution:
Before installing PKTGEN-DPDK

$ cd /root/pktgen-3.5.0/lib/lua
$ make linux

Then
$ cd /root/pktgen-3.5.0
$ export RTE_SDK=/root/dpdk-stable-18.02
$ export RTE_TARGET=x86_64-native-linuxapp-gcc
$ make
