invoked api rte_pmd_ixgbe_set_tx_loopback() and set port loopback on,
pdump tx capture also shows packets (i.e. icmp request) sending out to the
inteface itself, i.e. loopback, however, the icmp packet does not show up
from interface rx capture.

how does interface tx loopback work?

my use case: 2 UEs attached to same interface, while doing 2 UEs hairpin,
need to loopback packets on the attached interface.
