This is split out of other rte_log patchset.
The DPDK libraries and drivers should not be using the USER1 logtype.

v2 - fix some compile warnings

DPDK libraries should not be reusing RTE_LOGTYPE_USER1 in
lieu of doing proper logtype registration.

There already is a logtype in this driver, use it!
