 - Fix mbuf segment chaining logic in qede_process_sg_pkts()

Allocate double the number of fastpath status block index
since the PF RX/TX queues are not sharing the status block.
This is an interim solution till other parts of the code
is modified to handle the same.

We are not seeing failure when applying [PATCH 1/5] net/qede: fix scatter-gather issue on latest dpdk-next-net. However, we do see a failure when trying to apply [PATCH 2/5] net/qede: fix minimum buffer size and scatter Rx check due to pci_dev changes rebased into next-net tree. We'll submit a v2 series rebased on latest next-net.

Allocate double the number of fastpath status block index
since the PF RX/TX queues are not sharing the status block.
This is an interim solution till other parts of the code
is modified to handle the same.
